EASTERN CAPE PROVINCIAL GOVERNMENT
ADDRESS DELIVERED BY MEC MAMASE ON BEHALF OF MEC NEER
AT THE LAUNCH OF THE ICD KING WILLIAMS TOWN OFFICE
 29 JUNE 2000

It is our appreciation and commitment as government and the department in particular Safety & Liaison to support this important office for
the good job it has done since its establishment in the Eastern Cape.

By the look of complaints you have handled in places like Barkely East and other areas in the Province, you have shown your dedication to a
vision of a transformed police service which really upholds the rule of law and commitment to human rights.

Through our justice forum (SAP; Correctional Services and Justice) in partnerships with ICD, business and other stakeholders we can be able
to transform our police services into a greater degree.By this we will be implementing the policy of the government which resembles an
integrated approach not only in service delivery but in fighting crime in the country as a whole.

Your office is handling a sensitive and difficult job of investigating misconduct on our police members which sometimes develop negative
attitudes from them but through your commitment, courage and wisdom you have achieved your vision.

I am happy that this office is run by a woman at a time where we are talking about gender balance and equity in our country. Ms Jenneker
and other successful women have shown all of us a quality leadership and commitment by running critical offices in our country. The
Department of Safety and Security presently is facing a mammoth task of fighting crime which is rampant in the Eastern Cape. This we can
achieve if we have disciplined, honest and dedicated police members who are committed not only to the constitution of the country but to
the people at large.

The role of ICD therefore will be a crucial watch dog role in not only investigating complaints arises from the public about our members
but helping us in also counselling them.We should remember that we are talking about police officers who were used by apartheid state
machinery for their selfish interests. Today we have a challenge in changing their attitudes, values and norms in line with the changing
scenario in our democratic country.

Let me conclude by saying that all of us as departments, Commissions, Directorates like ICD, let us join hands in building our beloved
country.

I THANK YOU
